If you’ve used a Windows debloater or tweaker in the past to disable telemetry, the Connected User Experiences and Telemetry service (DiagTrack) may have been removed from the system. As a result, you’re unable to enroll in the Windows 10 Consumer ESU program.
Restore the DiagTrack Service
You can restore the missing Connected User Experiences and Telemetry (DiagTrack) service on Windows 10 and Windows 11 using the registry fix below.
Download DiagTrack.reg (zipped). Unzip and run the enclosed REG file. Click Yes to confirm.
Restart Windows.

After importing the REG file, launch the Services MMC and see if you can start the service.
