When you open Devices and Printers in Control Panel and click on the “Add a Device” or “Add a Printer” button, a new dialog flashes on the screen and closes. Also, the Control Panel applet crashes immediately.
The same happens when you open the modern Settings page and click “Add a printer or scanner.” The Settings UI crashes, and the following entry is written to the Windows Event log:

Solution
To resolve the issue, start the “Device Association Service” Windows service.
- Start the Services MMC (
services.msc
) - Double-click Device Association Service.
- Set its Startup type to “Automatic”
- Click “Start” to start the service.
Alternately, you can run the following command from an admin Command Prompt window to set its startup type to Automatic:
sc config deviceassociationservice start= auto
Also, configure the following services accordingly:
- Device Install Service → Manual start
- Device Setup Manager → Manual start
Note that if the two services, “Device Install Service” and “Device Setup Manager” are not started/running, you may be unable to install printer drivers, including the “Microsoft Print to PDF” feature. For more information, see the article Error 0x800f0922 Installing Microsoft Print to PDF.
