After updating Paint 3D to version 6.2405.19017.0, Paint 3D may be missing in the Open With dialog and Default apps. The ms-paint:
protocol now opens the standard Paint app instead of Paint 3D. Also, the Edit with Paint 3D context menu doesn’t work correctly or it launches the regular Paint app.
This is due to a bug in version 6.2405.19017.0. Regardless of this issue, you can open files from the Paint 3D app directly, and the app works perfectly fine.
Please submit feedback to Microsoft via the Feedback Hub (Win + F).
Workaround
The earlier version of Paint 3D (version 6.2310.24037.0) doesn’t have this problem. You can download it from the Microsoft servers via the third-party portal, Microsoft Store – Generation Project.
Visit the Microsoft Store – Generation Project at https://store.rg-adguard.net/
On the above portal, paste the following URL and generate the Appx download links for Paint 3D.

After installing the older version, turn off the auto-updation of Store apps. Otherwise, the app will be updated to the latest version. To do so, launch Microsoft Store. In the Microsoft Store app, select Profile (your account photo) and click Settings. Turn off “App updates”. However, manually update the other apps regularly.
