Symptom

When you open Folder Options, and select the View tab, the following entry may be missing:

Managing pairs of Web pages and folders

Solution

This option is not a standard component of Windows XP, but added by Microsoft Office XP/2003 setup. Anyway, you can add this option using the REG file available below.
