Introduction
KB906569 update adds the Tools tab to the MSCONFIG utility. You can use the Tools tab in the System Configuration utility to start diagnostic tools. The Tools tab also displays both the path and the switches for the tools. For more information on this update, see the following article:

When you run MSConfig from Start, Run dialog, the Tools tab may not be available, even though you've installed this update successfully. To resolve the problem, try this:
Verify the msconfig.exe file version.
It should be dated as follows:
C:\WINDOWS\pchealth\helpctr\binaries\msconfig.exe

Delete additional copies of the old msconfig.exe file
Open Windows folder, and delete the file msconfig.exe if found. Repeat the same in Windows\System32 folder. However, the file should be present in the following location.
%Windir%\pchealth\helpctr\binaries\msconfig.exe
Verify the Application Path in the registry
- Open Regedit.exe and navigate to the following location:
HKEY_LOCAL_MACHINE \ SOFTWARE \ Microsoft \ Windows \ CurrentVersion \ App Paths \ MSCONFIG.EXE
- Double-click (default) and set the path to msconfig.exe correctly.
- Close Regedit.exe
