When you open the Date and Time Properties and click the Time Zone tab, it shows only one Time Zone entry in the drop down (example: Time zone in India, GMT +05:30 Chennai, Calcutta, Mumbai, New Delhi). Also the map below shows only the India map instead of the entire World map. This does not let the user change his Time Zone.

Also in Windows Vista, when you click the Change time zone button, nothing may happen.

This happens if the sub-keys of the following registry keys are missing:

HKEY_LOCAL_MACHINE \ SOFTWARE \ Microsoft \ Windows NT \ CurrentVersion \ Time Zones

For Windows Vista

Download and save to Desktop. Unzip the archive. Right-click the file timezones.reg and choose Merge.

For Windows XP

Download Unzip files and extract the timezones.reg file to Desktop. Right-click the file and choose Merge.
