Symptom
When you right-click on a file and choose Open-with, none of the applications may be listed in the menu. Also, the Choose Program... option may be missing, and the Open With entry is repeated again, as seen in Figure 1 below.
Fig 2 explains the normal behavior of the Open With menu.
Resolution
This is caused by a third-party shell extension. See article Right-click is slow or weird behavior caused by context menu handlers and proceed to Method 2 in that page. Instructions in that article helps you identify and eliminate the shell extension(s) that's causing the problem.
