Information bar appears while opening the My Pictures folder

Symptom
When you open the My Pictures folder in a Windows XP Service Pack 2 system, the Common Tasks pane shows the Information bar containing the following message:
To help protect your security, Internet Explorer has restricted this file from showing active content that could access your computer
This may be seen in a HP Pavilion PC, after installing Windows XP Service Pack 2. This is caused by HP Toolkit software provided with HP systems.
HP Pavilion's Product description states that the HP Toolkit includes the following software suite:
- Greeting Card Creator by ArcSoft (part of HP Toolkit)
- Photo Impression by ArcSoft (part of HP Toolkit)
- Funhouse by ArcSoft (part of HP Toolkit)
- HP Print Creator
- HP Make Memories disk

Resolution
To resolve the "Active Content" message / Information bar from being displayed whenever you open the My Pictures folder, try uninstalling HP Toolkit if you no longer plan to use that software. If not, try disabling the HPTOOLKT.DLL references (might be implemented as a Toolbar or a Browser Helper Object) using ToolbarCop. The CLSID might be {B2847E28-5D7D-4DEB-8B67-05D28BCF79F5} or a different one.
