Clicking "Add/Remove Windows Components" causes an error and does not launch the program

Symptoms
When you click "Add/Remove Windows Components" in the Add/Remove Programs applet, the following error may occur:
The program cannot start, probably because your user account does
not have permission to modify the system registry.
For more information, view the Application Event Log.
and
The application could not be initialized.
This happens if your user account does not have Write access to the following registry key:
HKEY_LOCAL_MACHINE \ SOFTWARE \ Microsoft \ Windows \ CurrentVersion \ Setup \ Oc Manager \ TemporaryData
Resolution
Type regedit.exe in Start, Run dialog
Navigate to the above registry key

Choose Permissions from Edit menu

Click Advanced, and click Add.

Type your username in the Select User or Group Box
Allow Set Value permissions to your user account
Click OK and close the dialog
