Try again<\/strong>&#8221; may occur.<\/li>\n<li>You&#8217;re unable to set up a new PIN for the account due to error <code>0x80090016<\/code>. Full error message verbatim is given below:\n<div class=\"err\">\n<p><strong>Something went wrong<\/strong><\/p>\n<p>We weren&#8217;t able to set up your PIN. Sometimes it helps to try again or you can skip for now and do this later.<\/p>\n<p>For more information on errors during PIN setup: https:\/\/aka.ms\/PINErrors<\/p>\n<\/div>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-8083\" src=\"https:\/\/www.winhelponline.com\/blog\/wp-content\/uploads\/2019\/02\/set-pin-error-0x80090016.png\" alt=\"0x80090016 changing new pin sign-in error \" width=\"818\" height=\"791\" srcset=\"https:\/\/www.winhelponline.com\/blog\/wp-content\/uploads\/2019\/02\/set-pin-error-0x80090016.png 818w, https:\/\/www.winhelponline.com\/blog\/wp-content\/uploads\/2019\/02\/set-pin-error-0x80090016-768x743.png 768w\" sizes=\"auto, (max-width: 818px) 100vw, 818px\" \/><\/li>\n<li>You&#8217;re unable to set up a new picture password for the account.<\/li>\n<li>When you open Settings, Accounts and click &#8220;Sign-in Options&#8221;, the Sign-in Options page appears blank.<\/li>\n<li>In the login screen, PIN sign-in option is unavailable even though a PIN was configured earlier.<\/li>\n<\/ul>\n<p>This article tells you how to fix PIN login issues, including the error <code>0x80090016<\/code> that appears when you change the sign-in PIN for a user account in Windows 10.<\/p>\n<h2>[Fix] PIN Sign-in problem and Error 0x80090016 when changing the PIN<\/h2>\n<h3>Option 1: Reset the PIN by Renaming the <code>NGC<\/code> folder and Set up a new PIN<\/h3>\n<p>The PIN sign-in data gets stored in the following <code>NGC<\/code> folder which is inaccessible by default by any user. Attempting to explore this folder using File Explorer will throw the message &#8220;<strong>You don&#8217;t currently have permissions for this folder<\/strong>.&#8221;<\/p>\n<pre>C:\\Windows\\ServiceProfiles\\LocalService\\AppData\\Local\\Microsoft\\NGC<\/pre>\n<p>To repair your PIN &amp; picture password, you&#8217;ll need to take ownership of the above folder, rename the folder, restart Windows. And then, set up a new PIN for your user account(s). Follow these steps:<\/p>\n<ol>\n<li>Open an <a href=\"https:\/\/www.winhelponline.com\/blog\/open-elevated-command-prompt-windows\/\">elevated or admin Command Prompt<\/a> window.<\/li>\n<li>Type the following commands and press <kbd>ENTER<\/kbd> after each command:\n<pre>cd \/d C:\\Windows\\ServiceProfiles\\LocalService\\AppData\\Local\\Microsoft\r\ntakeown \/f NGC \/r\r\nicacls NGC \/grant administrators:f \/t\r\nren NGC NGC.old\r\n<\/pre>\n<p>You&#8217;ve now renamed the <code>NGC<\/code> folder that stores the PIN credentials for every user account in the computer.<\/li>\n<li>Restart Windows.<\/li>\n<li>Log in to your account using your <strong>password<\/strong> instead of the PIN.<\/li>\n<li>Open Settings -&gt; Accounts-&gt; Sign-in Options<\/li>\n<li>Click Add a PIN and set your PIN<\/li>\n<\/ol>\n<p>PIN sign in should work from now on.<\/p>\n<h3>Option 2: Clear TPM<\/h3>\n<p>For some users, clearing the TPM helped resolve the PIN error <code>0x80090016<\/code>.<\/p>\n<p><strong>IMPORTANT:<\/strong> Clearing the TPM could result in the loss of data. To avoid data loss, make sure you have a backup or recovery method for any data protected or encrypted by the TPM. Clearing the TPM resets it to factory defaults and turns it off. You will lose all created keys and data protected by those keys.<\/p>\n<p>Check out the Microsoft Answers thread <a href=\"https:\/\/answers.microsoft.com\/en-us\/windows\/forum\/windows_10-security\/cannot-add-pin-to-user-account\/f2737fa4-c912-44ad-999d-8bfe1349b978\" target=\"_blank\" rel=\"noopener noreferrer\">Cannot Add a PIN to User Account<\/a> for more information.<\/p>\n<div class=\"qt\">\n<p>Here are some user comments from the <a href=\"https:\/\/answers.microsoft.com\/en-us\/windows\/forum\/windows_10-security\/cannot-add-pin-to-user-account\/f2737fa4-c912-44ad-999d-8bfe1349b978\" target=\"_blank\" rel=\"noopener noreferrer\">Microsoft Answers thread<\/a>:<\/p>\n<p>User 1:<\/p>\n<p><em>What I did was I typed in <strong>tpm.msc<\/strong> in the Cortana search box and opened the program. I then clicked on &#8220;Clear TPM&#8221; which then rebooted me into a part of the UEFI\/BIOS which told me to press f1 to clear TPM. After that, I went into Settings &gt; Accounts &gt; and the Add Pin function worked! I am so ecstatic and happy! Before, after pressing add, it would make me enter a pin then it would show dots spinning then nothing would happen. Now, it worked!<\/em><\/p>\n<p>User 2:<\/p>\n<p><em>THANK YOU! Have been struggling for days with this and just about assumed my MS account became borked. Of all things, stupid TPM on the HP Spectre x360.<\/em><\/p>\n<p>User 3:<\/p>\n<p><em>This fix worked for me. I was able to successfully fix this issue by clearing the TPM chip on my Razer Blade Stealth after much frustration.<\/em><\/p>\n<p>User 4:<\/p>\n<p><em>Thank you for your answer. I was having the issue where I would be prompted for the new PIN, only to have nothing happen following. Clearing the TPM helped solved my issue and I was able to set my PIN without any further steps needed.<\/em><\/p>\n<p>User 5: (via <a href=\"https:\/\/answers.microsoft.com\/en-us\/windows\/forum\/windows_10-hello-winpc\/login-setup-wont-take-a-pin\/248fbc21-eb94-41b5-8e2f-1e134dc5316e?messageId=f36df0ed-caad-42fb-9675-4aba2d3bb81e&amp;page=4\" target=\"_blank\" rel=\"noopener noreferrer\">Login Setup won&#8217;t take a PIN &#8211; Microsoft Community<\/a>)<\/p>\n<p><em>I also had Bitlocker enabled and it stopped working as well. It turned out my TPM went bad. My manufacturer replaced the motherboard and it all started working again. So if you&#8217;re having this issue with your PIN, check to see if the TPM is showing up\/working.
