Please fix the issues and then retry setup.<\/pre>\n<p>(or)<\/p>\n<pre class=\"err\">The Windows Installer Service could not be accessed. This can occur if you are running Windows in safe mode, or if the Windows Installer is not correctly installed. Contact your support personnel for assistance.<\/pre>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-75886\" src=\"https:\/\/www.winhelponline.com\/blog\/wp-content\/uploads\/2024\/07\/safe-mode-msiserver-error.png\" alt=\"msiserver safe mode error 0x80070641\" width=\"481\" height=\"298\" \/><\/p>\n<p>When you try to start the Windows Installer service in Safe mode, the following error occurs:<\/p>\n<pre class=\"err\">System error 1084 has occurred.\n\nThis service cannot be started in Safe Mode.<\/pre>\n<p>The above errors (&#8220;ERROR_INSTALL_SERVICE_FAILURE&#8221;) occur in Safe mode because, by default, the Windows Installer Service (<code>msiserver<\/code>) is not enabled in Safe mode and Safe mode with networking.<\/p>\n<h2>Resolution<\/h2>\n<p>To enable the Windows Installer service in Safe mode and Safe mode with networking, choose one of the methods below:<\/p>\n<h3>Method 1: Using a REG file<\/h3>\n<ol>\n<li>Download <a href=\"https:\/\/www.winhelponline.com\/blog\/wp-content\/uploads\/2024\/07\/msi_safeboot.zip\">msi_safeboot.reg<\/a> (zipped).<\/li>\n<li>Unzip and run the enclosed registry fix.<\/li>\n<li>Click <strong>Yes<\/strong> to confirm.<\/li>\n<li>Boot into Safe mode or Safe mode with networking. Please see <a href=\"https:\/\/www.winhelponline.com\/blog\/start-windows-11-or-10-safe-mode\/\">How to Start Windows 10 or 11 in Safe Mode<\/a> for more information.<\/li>\n<\/ol>\n<p>The Windows Installer service should now work in those modes.<\/p>\n<hr \/>\n<h3>Method 2:\u00a0Using Command Prompt<\/h3>\n<p>Open an <a href=\"https:\/\/www.winhelponline.com\/blog\/open-elevated-command-prompt-windows\/\">admin Command Prompt<\/a> window and run the following commands:<\/p>\n<pre class=\"cmd\">reg add \"HKLM\\SYSTEM\\CurrentControlSet\\Control\\SafeBoot\\Minimal\\MSIServer\" \/ve \/t REG_SZ \/f \/d \"Service\"<\/pre>\n<pre class=\"cmd\">reg add \"HKLM\\SYSTEM\\CurrentControlSet\\Control\\SafeBoot\\Network\\MSIServer\" \/ve \/t REG_SZ \/f \/d \"Service\"<\/pre>\n<pre class=\"cmd\">net start msiserver<\/pre>\n<p><em>You should see the output &#8220;The operation completed successfully.&#8221; for the first two commands.<\/em><\/p>\n<p>For the third command, you should see the message, &#8220;The Windows Installer service was started successfully.&#8221;<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-75885\" src=\"https:\/\/www.winhelponline.com\/blog\/wp-content\/uploads\/2024\/07\/safe-mode-msiserver-enable.png\" alt=\"msiserver safe mode enable safeboot\" width=\"767\" height=\"432\" \/><\/p>\n<p>Attempt to install a program now in Safe mode or Safe mode with networking.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-75887\" src=\"https:\/\/www.winhelponline.com\/blog\/wp-content\/uploads\/2024\/07\/safe-mode-msiserver-success.png\" alt=\"msiserver safe mode enabled - success\" width=\"481\" height=\"298\" \/><\/p>\n<p>It should work correctly.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>When you attempt to run an installer package in Safe Mode or Safe Mode with networking, one of the following errors may occur: 0x80070641 &#8211; The Windows Installer Service could not be accessed.
