Try installing the program again using the original installation media or contact your system administrator or the software vendor for support. Error status 0xc0000020<\/pre>\n<pre class=\"err\">Bad Image\n\nC:\\Program Files\\WindowsApps\\Microsoft.VCLibs.140.00_14.0.33519.0_x64__8wekyb3d8bbwe\\VCRUNTIME140_APP.dll is either not designed to run on windows or it contains an error. Try installing the program again using the original installation media or contact your system administrator or the software vendor for support. Error status 0xc0000020<\/pre>\n<p>You may also be unable to launch other Store apps, such as Microsoft Store, Windows Security, Photos, Movies &amp; TV, Media Player, Phone Link, Clock, Calendar, Mail, Calculator, Sticky Notes, etc.<\/p>\n<h2>Cause<\/h2>\n<p>This happens if the DLLs in the &#8220;<code>Microsoft.VCLibs.140.00_14.0.33519.0_x64__8wekyb3d8bbwe<\/code>&#8221; folder are corrupted and appear as zero-byte files. A directory listing from an admin Command Prompt shows the following:<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-75065\" src=\"https:\/\/www.winhelponline.com\/blog\/wp-content\/uploads\/2024\/05\/vclibs-140-dll-bad-image.png\" alt=\"vclibs 140 DLL bad image - 0-byte files\" width=\"750\" height=\"430\" \/><\/p>\n<p><em>(Editor&#8217;s note: We&#8217;ve seen this issue on many Windows 11 non-English systems. Not sure what causes the problem, though.)<\/em><\/p>\n<h2>Resolution<\/h2>\n<p>To resolve the error, reinstall the Microsoft.VCLibs.140.00_14.0.33519.0_x64__8wekyb3d8bbwe package using the following method:<\/p>\n<p>Download <a href=\"https:\/\/www.nirsoft.net\/utils\/advanced_run.html\" target=\"_blank\" rel=\"noopener\">AdvancedRun<\/a> from Nirsoft.net and open a TrustedInstaller Command Prompt. (<a href=\"https:\/\/www.winhelponline.com\/blog\/run-program-as-trustedinstaller-locked-registry-keys-files\/#advancedrun\">See this screenshot<\/a>)<\/p>\n<p>In the TrustedInstaller Command Prompt, run these commands:<\/p>\n<pre class=\"cmd\">cd \/d C:\\Program Files\\WindowsApps\\\n\nren Microsoft.VCLibs.140.00_14.0.33519.0_x64__8wekyb3d8bbwe VCLibs.OLD\n\nexit<\/pre>\n<p><strong>Restart Windows.<\/strong><\/p>\n<p>Download <a href=\"https:\/\/www.winhelponline.com\/apps\/Microsoft.VCLibs.140.00_14.0.33519.0_x64__8wekyb3d8bbwe.Appx\">Microsoft.VCLibs.140.00_14.0.33519.0_x64__8wekyb3d8bbwe.Appx<\/a> and run it.<\/p>\n<p>Click <strong>Install<\/strong>.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-75066\" src=\"https:\/\/www.winhelponline.com\/blog\/wp-content\/uploads\/2024\/05\/vclibs-140-install-appx.png\" alt=\"vclibs 140 x64 install appx\" width=\"579\" height=\"415\" \/><\/p>\n<p>This reinstalls the VCLibs_140 x64 package.<\/p>\n<h3>Getting an error when installing the Appx?<\/h3>\n<p>The following error may occur on some systems when installing the VCLibs appx package.<\/p>\n<pre class=\"err\">App installation failed with the error message: API C:\\Program Files\\WindowsApps\\Microsoft.VCLibs.140.00_14.0.33519.0_x64__8wekyb3d8bbwe: could not get security descriptor, Error 0x80070005.<\/pre>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-75067\" src=\"https:\/\/www.winhelponline.com\/blog\/wp-content\/uploads\/2024\/05\/vclibs-140-install-appx-error.jpg\" alt=\"vclibs 140 x64 install appx - 0x80070005\" width=\"750\" height=\"475\" \/><\/p>\n<p>If that happens, attempt to launch the Microsoft Store app. <strong>Wait for a minute or so<\/strong>. The Microsoft Store app will reinstall itself. It also automatically reinstalls the VCLibs package (&#8220;Microsoft.VCLibs.140.00_14.0.33519.0_x64__8wekyb3d8bbwe&#8221;).<\/p>\n<p>The AppX Deployment Service (AppXSVC) reinstalls Microsoft Store in the background.
