This issue may occur especially after installing a Cumulative Update; some users reported this incident after installing the July KB4345421 (17134.167) Cumulative Update.<!--more--><\/p>\n<div class=\"rp\"><strong>RELATED:<\/strong> <a href=\"https:\/\/www.winhelponline.com\/blog\/file-system-error-2147416359-windows-10-apps\/\">File system error -2147416359 in Windows 10<\/a><\/div>\n<h2>Fix for Error &#8220;-2147219196&#8221; (0x80040904) in Photos or other Store Apps<\/h2>\n<p>To fix the File System Error <code>-2147219196<\/code> in the Photos app, follow these steps:<\/p>\n<h3>Step 1: Update the Photos app<\/h3>\n<p>First, see if an update exists for the Photos app at the Windows Store.<\/p>\n<ul>\n<li>Click Start\u00a0\u2192 Microsoft Store\u00a0\u2192 Select See more\u00a0\u2192 Downloads and updates\u00a0\u2192 <strong>Get updates<\/strong>.<\/li>\n<\/ul>\n<p>If an update for Microsoft Store is available, it will start installing automatically. If that doesn&#8217;t help or you&#8217;ve already got the latest Photos app, proceed to the next step.<\/p>\n<hr \/>\n<h3>Step 2: Uninstall Photos, Remove Leftover Files, and Reinstall<\/h3>\n<ol>\n<li>Start PowerShell as administrator<\/li>\n<li>Run the following command to get the Photos app folder path:\n<pre>Get-AppxPackage Microsoft.Windows.Photos -allusers | select InstallLocation<\/pre>\n<p><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/www.winhelponline.com\/blog\/wp-content\/uploads\/2018\/07\/app-photos-installlocation.png\" alt=\"photos app installlocation\" width=\"730\" height=\"257\" class=\"alignnone size-full wp-image-26955\" \/><\/p>\n<p><em>Note down the folder path shown in the output. You may copy it to the clipboard or Notepad. Let&#8217;s say the install path is as follows:<\/em><\/p>\n<pre>C:\\Program Files\\WindowsApps\\Microsoft.Windows.Photos_2022.30060.30007.0_x64__8wekyb3d8bbwe<\/pre>\n<p><em>You&#8217;ll need to use this path in Step 7 below.<\/em>\n<\/li>\n<li>Run the following command to uninstall the Photos app for all users.\n<pre>Get-AppxPackage Microsoft.Windows.Photos -allusers | Remove-AppxPackage -allusers<\/pre>\n<\/li>\n<li>Download <a href=\"https:\/\/docs.microsoft.com\/en-us\/sysinternals\/downloads\/psexec\" target=\"_blank\" rel=\"noopener noreferrer\">PsExec<\/a> (part of the PsTools package) from the Windows Sysinternals website.<\/li>\n<li>Extract the contents of the archive to a folder, say <code>d:\\tools<\/code><\/li>\n<li>Open <a href=\"https:\/\/www.winhelponline.com\/blog\/open-elevated-command-prompt-windows\/\">Command Prompt as administrator<\/a> (elevated), and run this command:\n<pre>d:\\tools\\PsExec.exe  -sid  c:\\windows\\system32\\cmd.exe<\/pre>\n<p><em>This spawns a new Command Prompt process launching it under the <a href=\"https:\/\/www.winhelponline.com\/blog\/run-program-as-system-localsystem-account-windows\/\">SYSTEM account<\/a>.<\/em><br \/>\n<img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-6305\" src=\"https:\/\/www.winhelponline.com\/blog\/wp-content\/uploads\/2018\/07\/photos-error-psexec-system-cmd.png\" alt=\"psexec launch cmd.exe system account\" width=\"707\" height=\"349\" \/><\/li>\n<li>In that (new) Command Prompt window, run the following command and press <kbd>ENTER<\/kbd>:\n<pre>rd \/s \"C:\\Program Files\\WindowsApps\\Microsoft.Windows.Photos_2022.30060.30007.0_x64__8wekyb3d8bbwe\"<\/pre>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-6302\" src=\"https:\/\/www.winhelponline.com\/blog\/wp-content\/uploads\/2018\/07\/photos-error-remove-photos-folder.png\" alt=\"remove windows photos app package folder\" width=\"590\" height=\"148\" \/><\/p>\n<p><em><strong>Important:<\/strong> Note that the version number in the folder name will vary according to the version of the Photos app installed in the system. In Windows 10 v2004, the folder name maybe <code>Microsoft.Windows.Photos_2020.20070.10002.0_x64__8wekyb3d8bbwe<\/code>. In v20H2, it could be <code>Microsoft.Windows.Photos_2021.21090.10008.0_x64__8wekyb3d8bbwe<\/code>.<\/em><\/p>\n<p>Tip: You can also use the Command Prompt <a href=\"https:\/\/www.winhelponline.com\/blog\/how-to-enable-command-prompt-autocomplete-path-if-it-stops-working\/\">autocomplete feature<\/a> to get the correct folder name in Command Prompt, press the <strong><kbd>TAB<\/kbd><\/strong> key when you complete typing the command partially, till <code>rd \/s \"C:\\Program Files\\WindowsApps\\Microsoft.Windows.Photos<\/code>. Pressing the <strong><kbd>TAB<\/kbd><\/strong> key auto-completes the right folder path.<\/li>\n<li>After issuing the above command, press &#8220;Y&#8221; when prompted for confirmation. It&#8217;s to fix any missing or damaged components that the Photos app might need. This method is especially useful if you can&#8217;t open Photos, Groove, Movies &amp; TV, Calculator, and many other built-in Windows apps.<\/p>\n<hr \/>\n<h3>Step 5: Fix the &#8220;Program Files&#8221; Folder and Registry Permissions<\/h3>\n<p>This issue with Windows Store apps can also occur if the read permission is missing for the &#8220;ALL APPLICATION PACKAGES&#8221; group, for some registry keys, and\/or the &#8220;Program Files&#8221; folder. The <strong>All Application Packages<\/strong> group, a well-known group with a predefined SID, must have specific access to certain registry and file system locations for Microsoft Store Apps to function correctly.<\/p>\n<p>Make sure the &#8220;All Applications Packages&#8221; group has the Read permissions to the following registry paths:<\/p>\n<ul>\n<li>HKEY_CLASSES_ROOT<\/li>\n<li>HKEY_LOCAL_MACHINE\\Drivers<\/li>\n<li>HKEY_LOCAL_MACHINE\\HARDWARE<\/li>\n<li>HKEY_LOCAL_MACHINE\\SAM<\/li>\n<li>HKEY_LOCAL_MACHINE\\SOFTWARE<\/li>\n<li>HKEY_LOCAL_MACHINE\\SYSTEM<\/li>\n<li>HKEY_USERS<\/li>\n<\/ul>\n<p>Also, the All Application Packages group must have the access rights for the folders, as indicated below:<\/p>\n<ul>\n<li><strong>Program Files<\/strong> &#8211; Read, Read and Execute, List folder Contents<\/li>\n<li><strong>Windows<\/strong> &#8211; Read, Read and Execute, List folder Contents<\/li>\n<li><strong>Users\\&lt;userName&gt;\\AppData\\Local\\Microsoft\\Windows\\WER<\/strong> &#8211; Special Permissions (List folder \/ read data, Create Folders \/Append Data)<\/li>\n<\/ul>\n<p>For more information, refer to the Microsoft article <a href=\"https:\/\/support.microsoft.com\/en-us\/help\/2798317\/microsoft-store-apps-fail-to-start-if-default-registry-or-file-permiss\" target=\"_blank\" rel=\"noopener noreferrer\">Microsoft Store Apps fail to start if default registry or file permissions are modified<\/a>\u00a0to rectify the Permission entries for those registry keys and the Program Files folder.<\/p>\n<hr \/>\n<div class=\"qt\">\n<h3><img loading=\"lazy\" decoding=\"async\" class=\"alignright size-full wp-image-6309\" src=\"https:\/\/www.winhelponline.com\/blog\/wp-content\/uploads\/2018\/07\/troubleshooting.png\" alt=\"troubleshooting icon\" width=\"96\" height=\"79\" \/>Additional Information<\/h3>\n<p>By the phrase &#8220;file system error&#8221;, in a rough sense, we generally run the <code>Chkdsk<\/code> repair command (<code>CHKDSK C: \/R<\/code> command from an admin Command Prompt). But this doesn&#8217;t seem to be the case here. The error message is misleading, as, in reality, it may be referring to a file access permissions error. Going by user reports, the error <code>-2147219196 (0x80040904)<\/code> can occur due to incorrect folder or registry permissions.<\/p>\n<p>Opening this event log file will reveal some information about the error.<\/p>\n<pre>%SystemRoot%\\System32\\Winevt\\Logs\\Microsoft-Windows-TWinUI%4Operational.evtx<\/pre>\n<p>Also, the <a href=\"https:\/\/docs.microsoft.com\/en-us\/windows\/desktop\/wer\/about-wer\" target=\"_blank\" rel=\"noopener noreferrer\">Windows Error Reporting<\/a> log for that crash can reveal the exception code. For instance, exception code <code>0x80070005<\/code> means &#8220;Access is Denied&#8221;, and code <code>c0000005<\/code> means &#8220;Access Violation.&#8221; <a href=\"https:\/\/answers.microsoft.com\/en-us\/insider\/forum\/insider_wintp-insider_update-insiderplat_pc\/adobe-xd-on-rs5\/592c3fe8-e08a-4db7-b4c1-f6f544ed0f5a\" target=\"_blank\" rel=\"noopener noreferrer\">These errors<\/a> are most likely caused by incorrect file system or registry permissions.<\/p>\n<p>You can use Nirsoft&#8217;s <a href=\"https:\/\/www.nirsoft.net\/utils\/app_crash_view.html\" target=\"_blank\" rel=\"noopener noreferrer\">AppCrashView<\/a> to view the application crash (WER ) logs.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-6304\" src=\"https:\/\/www.winhelponline.com\/blog\/wp-content\/uploads\/2018\/07\/photos-error-appcrashview.png\" alt=\"appcrashview exception error report\" width=\"609\" height=\"473\" \/><\/p>\n<\/div>\n<hr \/>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignright size-full wp-image-6308\" src=\"https:\/\/www.winhelponline.com\/blog\/wp-content\/uploads\/2018\/07\/wpv-1.png\" alt=\"windows photo viewer thumbnail image\" width=\"200\" height=\"177\" \/><em><strong>Editor&#8217;s note:<\/strong> If none of the above steps fix the problem, you may have to run a repair installation (also known as &#8220;InPlace Upgrade&#8221;) of your Windows 10 system.<\/em><\/p>\n<p><em>Of course, to preview image files, you can use the excellent <strong>Windows Photo Viewer<\/strong> classic app as an alternative.
