In that case, skip to Step 5.)<\/em><\/li>\n<li>In the right pane, if the value named <strong><code>UseWUServer<\/code><\/strong> exists, set its data to <code>0<\/code><\/li>\n<li>Go to the following key:\n<pre>HKEY_LOCAL_MACHINE\\SOFTWARE\\Policies\\Microsoft\\Windows\\WindowsUpdate<\/pre>\n<\/li>\n<li>Delete the value named <code>DisableWindowsUpdateAccess<\/code> if it exists.<\/li>\n<li>Exit the Registry Editor<\/li>\n<li>Restart Windows.<\/li>\n<\/ol>\n<p>Now, your computer is configured to fetch files or packages from Microsoft&#8217;s Windows Update servers rather than your office network&#8217;s WSUS\/SCCM server.<\/p>\n<p>After restarting Windows, you should be able to run the DISM command or <a href=\"https:\/\/www.winhelponline.com\/blog\/error-0x800f0954-net-framework-3-5-optional-feature-dism\/\">install .NET Framework<\/a> successfully. Run the DISM command (or install .NET Framework) after connecting your computer to the internet. DISM fetches the missing files from Microsoft&#8217;s servers automatically.<\/p>\n<h4>Install .NET Framework<\/h4>\n<p>Now, run this command if you want to install .NET Framework:<\/p>\n<pre>dism \/online \/enable-feature \/featurename:NetFX3 \/All<\/pre>\n<p>Alternatively, you can install it via Windows Features (<code>optionalfeatures.exe<\/code>)<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-6316\" src=\"https:\/\/www.winhelponline.com\/blog\/wp-content\/uploads\/2018\/07\/net-framework-features.png\" alt=\"enable feature .net framework 3.5\" width=\"415\" height=\"368\" \/><\/p>\n<p>If that doesn&#8217;t work, follow the instructions in <strong>Option 2<\/strong> below.<\/p>\n<hr \/>\n<h3><a id=\"localsource\"><\/a>Option 2: Run DISM or Install .NET Framework from local installation source (offline)<\/h3>\n<h3><a id=\"net_framework_offline\"><\/a>Fix for .NET Framework error 0x800f081f<\/h3>\n<p>To fix the error <code>0x800F081F<\/code> when installing .NET Framework, mention the local source path (i.e., mounted ISO or USB setup disk).<\/p>\n<ol>\n<li>Download a fresh copy of <a href=\"https:\/\/www.winhelponline.com\/blog\/windows-10-iso-direct-download-mct-useragent\/\">Windows 10 or 11 ISO<\/a> from Microsoft.<\/li>\n<li>Mount the ISO to a drive letter &#8212; e.g., <code>G:\\<\/code>.\n<div class=\"newline\">\nThe \u201cSources\\Sxs\u201d folder in the ISO contains the CAB file (\u201cmicrosoft-windows-netfx3-ondemand-package~31bf3856ad364e35~amd64~~.cab\u201d) needed to install .NET Framework 3.5.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/www.winhelponline.com\/blog\/wp-content\/uploads\/2023\/03\/netfx-80070490-cab-iso.png\" alt=\"iso netfx3 cab.\" width=\"580\" height=\"165\" class=\"alignnone size-full wp-image-60127\" \/><\/p>\n<p><em>(If you have a multi-architecture Windows 10 setup disk, be sure to use the correct &#8220;Sources&#8221; folder. For x64 version, the path could be <code>G:\\x64\\sources\\sxs<\/code> and for x86, the path <code>G:\\x86\\sources\\sxs<\/code>.)<\/em>\n<\/div>\n<\/li>\n<li>To install .NET Framework using the local install source (e.g., <code>G:\\Sources<\/code> from the USB Setup disk or mounted ISO), run the appropriate command:\n<pre class=\"cmd\">dism \/online \/enable-feature \/featurename:NetFX3 \/All \/Source:G:\\sources\\sxs \/LimitAccess<\/pre>\n<p>(or)<\/p>\n<pre class=\"cmd\">dism \/online \/enable-feature \/featurename:NetFX3 \/All \/Source:G:\\x86\\sources\\sxs \/LimitAccess<\/pre>\n<p>(or)<\/p>\n<pre class=\"cmd\">dism \/online \/enable-feature \/featurename:NetFX3 \/All \/Source:G:\\x64\\sources\\sxs \/LimitAccess<\/pre>\n<p>You should see the following output:<\/p>\n<pre>Enabling feature(s)\n[==========================100.0%==========================]\nThe operation completed successfully.<\/pre>\n<p>Alternatively, if you prefer PowerShell instead of DISM, then use this command to install .NET Framework using a local installation source:<\/p>\n<pre>Enable-WindowsOptionalFeature \u2013Online \u2013FeatureName \"NetFx3\" \u2013Source G:\\sources\\sxs -LimitAccess\n\n(or)\n\nEnable-WindowsOptionalFeature \u2013Online \u2013FeatureName \"NetFx3\" \u2013Source G:\\x86\\sources\\sxs -LimitAccess\n\n(or)\n\nEnable-WindowsOptionalFeature \u2013Online \u2013FeatureName \"NetFx3\" \u2013Source G:\\x64\\sources\\sxs -LimitAccess<\/pre>\n<\/li>\n<\/ol>\n<div class=\"rp\"><strong>RELATED:<\/strong> <a href=\"https:\/\/www.winhelponline.com\/blog\/error-0x80070490-net-framework-3-5\/\">How to Fix .NET Framework 3.5 Error 0x80070490<\/a><\/div>\n<hr>\n<h3><a id=\"dism_offline\"><\/a>Fix for DISM error 0x800f081f<\/h3>\n<p>The solution for DISM Error <code>0x800f081f<\/code> would be to download a <a href=\"https:\/\/www.winhelponline.com\/blog\/windows-10-iso-direct-download-mct-useragent\/\">fresh ISO<\/a> from Microsoft, slipstream the Windows 10 setup disk, and mention it as the repair source when running the DISM command. Slipstreaming is a process of integrating updates (and drivers, optionally) and making an updated Windows 10 or 11 Setup disk or <a href=\"https:\/\/www.winhelponline.com\/blog\/windows-10-iso-direct-download-mct-useragent\/\">ISO<\/a>.<\/p>\n<ol>\n<li>Follow the steps in the article <a href=\"https:\/\/www.winhelponline.com\/blog\/slipstream-windows-10-integrate-updates-setup-media-iso\/\" rel=\"noopener nofollow\">Slipstream Windows 10\/11<\/a>\u00a0to create a slipstreamed Windows 10 setup disk.<br \/>\n<img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-5762\" src=\"https:\/\/www.winhelponline.com\/blog\/wp-content\/uploads\/2017\/11\/w10-iso-extracted.png\" alt=\"extract iso contents to a folder\" width=\"427\" height=\"238\" \/><\/li>\n<li>Then, open an <a href=\"https:\/\/www.winhelponline.com\/blog\/open-elevated-command-prompt-windows\/\">elevated or admin Command Prompt<\/a>.<\/li>\n<li>The ISO files downloaded from Microsoft have multiple Windows 10 Editions in them. You need to find the index that corresponds to the edition of Windows you&#8217;re going to repair. You can find it using DISM&#8217;s <code>Get-Wiminfo<\/code> command-line.<\/li>\n<li>Find the <a href=\"https:\/\/www.winhelponline.com\/blog\/slipstream-windows-10-integrate-updates-setup-media-iso\/\">list of indexes<\/a> and the corresponding editions found in the <code>install.wim<\/code>, by running the following command:\n<pre>dism \/get-wiminfo \/wimfile:\"D:\\sources\\install.wim\"<\/pre>\n<p><em>\u2026 where <code>D:\\<\/code> is the drive letter of the mounted ISO or Windows Setup DVD.<\/em><\/p>\n<p>In the case of ISOs downloaded from Microsoft, you\u2019ll see more indexes (Meaning: Multiple windows images or different editions combined into the install.wim). The index is <code>1<\/code> as per the above output. Therefore, run the following command:\n<pre>Dism \/Online \/Cleanup-Image \/RestoreHealth \/Source:wim:\"D:\\Sources\\Install.wim\":1 \/limitaccess<\/pre>\n<p>That&#8217;s it! the DISM operation has now been completed successfully!<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-20157\" src=\"https:\/\/www.winhelponline.com\/blog\/wp-content\/uploads\/2017\/12\/0x800f081f-dism-success-sources.png\" alt=\"dism wimfile sources\" width=\"698\" height=\"353\" \/><\/p>\n<div class=\"qt\">\n<h4>*Important*: Don&#8217;t use ESD!<\/h4>\n<p>If you have <strong><code>install.esd<\/code><\/strong> (instead of <code>install.wim<\/code>) in the Windows 10\/11 setup disk, you <strong>must<\/strong> <a href=\"https:\/\/www.winhelponline.com\/blog\/convert-esd-to-wim-dism-windows-10\/\">convert the ESD file into WIM<\/a> for the above DISM command to work. In our tests, DISM was unable to use <code>Install.esd<\/code> as the source and the command ended up with the <code>0x800f081f<\/code> error every time, regardless of the syntax (<code>\/source:wim:g:\\sources\\install.esd<\/code> or <code>\/source:esd:g:\\sources\\install.esd<\/code>) used.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/www.winhelponline.com\/blog\/wp-content\/uploads\/2017\/12\/dism-esd-fails.png\" alt=\"dism restorehealth esd fails\" width=\"944\" height=\"342\" class=\"alignnone size-full wp-image-31962\" srcset=\"https:\/\/www.winhelponline.com\/blog\/wp-content\/uploads\/2017\/12\/dism-esd-fails.png 944w, https:\/\/www.winhelponline.com\/blog\/wp-content\/uploads\/2017\/12\/dism-esd-fails-768x278.png 768w\" sizes=\"auto, (max-width: 944px) 100vw, 944px\" \/><\/p>\n<p>The following command is absolutely useless. Don&#8217;t use it. It does nothing.<\/p>\n<pre><del datetime=\"2023-01-15T12:38:36+00:00\">Dism \/Online \/Cleanup-Image \/RestoreHealth \/Source:esd:\"D:\\Sources\\Install.esd\":1 \/limitaccess<\/del><\/pre>\n<p>After <strong>converting<\/strong> the <a href=\"https:\/\/www.winhelponline.com\/blog\/convert-esd-to-wim-dism-windows-10\/\">ESD file to WIM<\/a>, I ran DISM mentioning the <code>Install.wim<\/code> file as the source. <strong>It ran perfectly fine, and it restored the missing manifest files indeed!<\/strong><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/www.winhelponline.com\/blog\/wp-content\/uploads\/2017\/12\/dism-wim-success.png\" alt=\"dism restorehealth wim success\" width=\"944\" height=\"222\" class=\"alignnone size-full wp-image-31963\" srcset=\"https:\/\/www.winhelponline.com\/blog\/wp-content\/uploads\/2017\/12\/dism-wim-success.png 944w, https:\/\/www.winhelponline.com\/blog\/wp-content\/uploads\/2017\/12\/dism-wim-success-768x181.png 768w\" sizes=\"auto, (max-width: 944px) 100vw, 944px\" \/> <\/p>\n<p>Please keep this important point in mind when running DISM.\n<\/p><\/div>\n<p><em>If you don&#8217;t use a slipstreamed Windows 10\/11 disk (integrated with the latest updates), the error <code>0x800f081f<\/code> may still appear. The ISO\/repair source must be the same build<a href=\"https:\/\/www.winhelponline.com\/blog\/find-windows-10-build-version-edition-bit\/\">\u00a0your system is running<\/a>. For instance, you can&#8217;t repair a Windows 10 build <code>16299.98<\/code> using the Windows 10 Build <code>16299.15<\/code> ISO.<\/em><\/li>\n<\/ol>\n<p>This fixes the DISM error <strong><code>0x800f081f<\/code><\/strong>, and you should now see the message &#8220;<em>The restore operation completed successfully<\/em>.&#8221;<\/p>\n<p><em>Once the DISM command completes successfully, follow up with the <code>sfc \/scannow<\/code> command (from <a href=\"https:\/\/www.winhelponline.com\/blog\/open-elevated-command-prompt-windows\/\">elevated Command Prompt<\/a>) if necessary.
