When you try to start &#8220;Windows Security Service&#8221; (<code>SecurityHealthService<\/code>) via Services MMC or command-line, it may get stuck in the &#8220;START_PENDING&#8221; state and the following error may appear:<\/p>\n<pre class=\"err\">The service is not responding to the control function.<\/pre>\n<p><!--more--><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/www.winhelponline.com\/blog\/wp-content\/uploads\/2023\/08\/securityhealthcenter_ifeo_repro_error.png\" alt=\"securityhealthcenter ifeo unblock\" width=\"647\" height=\"554\" class=\"alignnone size-full wp-image-59971\" \/><\/p>\n<h2>Cause<\/h2>\n<p>The above error occurs if malware has blocked SecurityHealthService.exe via the Image File Execution Options (IFEO) registry key. For example, the entry may look like the following:<\/p>\n<pre>\n[HKEY_LOCAL_MACHINE\\SOFTWARE\\Microsoft\\Windows NT\\CurrentVersion\\Image File Execution Options\\SecurityHealthService.exe]\n\"MinimumStackCommitInBytes\"=dword:41888888\n<\/pre>\n<p><em>Malware uses the undocumented &#8220;MinimumStackCommitInBytes&#8221; registry value to block\/crash programs. Also, malware may block <code>Sfc.exe<\/code> in the same way, causing the error code <code>0xc0000017<\/code>.
