The steps involved <a href=\"https:\/\/www.winhelponline.com\/blog\/extract-files-windows-10-iso-dvd-install-wim\/\">copying<\/a> the Windows Recovery Environment image <code>Winre.wim<\/code> from the Windows 10 source (DVD\/ISO) and also fixing the recovery partition.<\/p>\n<p>The following is a different error that appears when creating a Recovery Drive.<\/p>\n<div class=\"err\">\n<p><strong>We can&#8217;t create the recovery drive<\/strong><\/p>\n<p>A problem occurred while creating the recovery drive.<\/p>\n<\/div>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-17952\" src=\"https:\/\/www.winhelponline.com\/blog\/wp-content\/uploads\/2020\/08\/recovery-drive-problem-occurred-1.png\" alt=\"problem occurred creating recovery drive usb in windows 10\" width=\"651\" height=\"512\" \/><\/p>\n<p>There seem to be many different causes for this error, but the most prominent reason is the failure of Volume Shadow Copy Service (VSS) to generate a snapshot. For most users, the above error happens only if you enable the option <strong>Back up system files to the recovery drive<\/strong>.<!--more--><\/p>\n<div class=\"qt\">\n<p>When the <strong>Back up system files to the recovery drive <\/strong>option is selected, the following items are supposed to be copied onto the USB recovery media as well, into WIM files named Reconstruct.WIM, Reconstruct.WIM2 and so forth.<\/p>\n<ul>\n<li>Windows Component Store (WinSxS folder)<\/li>\n<li>Installed drivers<\/li>\n<li>Backup of preinstalled Windows apps<\/li>\n<li>Provisioning packages containing preinstalled customizations (under C:\\Recovery\\Customizations)<\/li>\n<li>Push-button Reset configuration XML and scripts (under C:\\Recovery\\OEM)<\/li>\n<\/ul>\n<p><strong>Note:<\/strong> The personal files won\u2019t be backed up or restored when you do a bare metal recovery using the Recovery Drive.<\/p>\n<\/div>\n<p>For backing up the Windows system files completely, the Volume Shadow Copy service is used so that the Recovery Drive creation process doesn&#8217;t encounter &#8220;file in use&#8221; violations.<\/p>\n<p>However, if the VSS doesn&#8217;t work properly, Recovery Drive creation process will fail with the error <strong>A problem occurred while creating the recovery drive<\/strong>. The Event log (Application) would show an error similar to the following:<\/p>\n<pre>Volume Shadow Copy Service error: A critical component required by the Volume Shadow Copy service is not registered. This might happened if an error occurred during Windows setup or during installation of a Shadow Copy provider. The error returned from CoCreateInstance on class with CLSID {3e02620c-e180-44f3-b154-2473646e4cb8} and Name SW_PROV is [0x80040154, Class not registered].\r\n\r\nOperation:\r\nObtain a callable interface for this provider\r\nList interfaces for all providers supporting this context\r\nCheck If Volume Is Supported by Provider\r\nAdd a Volume to a Shadow Copy Set\r\nContext:\r\nProvider ID: {74600e39-7dc5-4567-a03b-f091d6c7b092}\r\nClass ID: {3e02620c-e180-44f3-b154-2473646e4cb8}\r\nSnapshot Context: 4194304\r\nSnapshot Context: 4194304\r\nExecution Context: Coordinator\r\nProvider ID: {00000000-0000-0000-0000-000000000000}\r\nVolume Name: \\\\?\\Volume{acda900a-c1f6-4b66-831d-a54d0f93e6db}\\\r\nExecution Context: Coordinator<\/pre>\n<pre>Cryptographic Services failed while processing the OnIdentity() call in the System Writer Object.\r\n\r\nDetails: AddLegacyDriverFiles: Unable to back up image of binary Microsoft Link-Layer Discovery Protocol.\r\n\r\nSystem Error: Access is denied.\r\n\r\n{3e02620c-e180-44f3-b154-2473646e4cb8}\r\nSW_PROV\r\n0x80040154, Class not registered \r\nOperation: Obtain a callable interface for this provider List interfaces for all providers supporting this context Check If Volume Is Supported by Provider Add a Volume to a Shadow Copy Set Context: Provider ID: {74600e39-7dc5-4567-a03b-f091d6c7b092} Class ID: {3e02620c-e180-44f3-b154-2473646e4cb8} Snapshot Context: 4194304 Snapshot Context: 4194304 Execution Context: Coordinator Provider ID: {00000000-0000-0000-0000-000000000000} Volume Name: \\\\?\\Volume{3bba2118-04f3-414a-aad9-018044f98709}\\ Execution Context: Coordinator.<\/pre>\n<p>It&#8217;s also likely that the System Image Backup and the Windows Backup and Restore features would fail due to the faulty Volume Shadow Copy provider.<\/p>\n<h2>[Fix] A problem occurred while creating the recovery drive<\/h2>\n<p>To fix the error <strong>A problem occurred while creating the recovery drive<\/strong>, follow these methods:<\/p>\n<h3>Remove unused VSS providers from the registry<\/h3>\n<p>Uninstall your 3rd party backup solution, if installed any. Also, over time, there may be some invalid or obsolete VSS providers in the registry added by a 3rd party image backup program you installed earlier. You can find the list of 3rd party providers by running the command <code>vssadmin list providers<\/code>.<\/p>\n<p>You may find something like this:<\/p>\n<pre>vssadmin 1.1 - Volume Shadow Copy Service administrative command-line tool\r\n(C) Copyright 2001-2013 Microsoft Corp.\r\n\r\nProvider name: 'Hyper-V IC Software Shadow Copy Provider'\r\n   Provider type: Software\r\n   Provider Id: {74600e39-7dc5-4567-a03b-f091d6c7b092}\r\n   Version: 1.0.0.0\r\n\r\nProvider name: 'Microsoft File Share Shadow Copy provider'\r\n   Provider type: Fileshare\r\n   Provider Id: {89300202-3cec-4981-9171-19f59559e0f2}\r\n   Version: 1.0.0.1\r\n\r\nProvider name: 'Microsoft Software Shadow Copy provider 1.0'\r\n   Provider type: System\r\n   Provider Id: {b5946137-7b9f-4925-af80-51abd60b20d5}\r\n   Version: 1.0.0.7<\/pre>\n<p>You may remove all providers except <code>Microsoft Software Shadow Copy provider 1.0<\/code>. If you find additional party providers in the list, you can\u00a0clear them (after <a href=\"https:\/\/www.winhelponline.com\/blog\/how-to-use-reg-files-registration-entries-windows\/\" title=\"How to use .REG files (Registration Entries) in Windows?\">backing up each entry<\/a>) using the Registry Editor.<\/p>\n<ol>\n<li>Open the Registry Editor (<code>regedit.exe<\/code>)<\/li>\n<li>Navigate to the following key:\n<pre>HKEY_LOCAL_MACHINE\\SYSTEM\\CurrentControlSet\\Services\\VSS\\Providers<\/pre>\n<\/li>\n<li>Export the key to a <a href=\"https:\/\/www.winhelponline.com\/blog\/how-to-use-reg-files-registration-entries-windows\/\">.reg file<\/a> for backup purposes.<\/li>\n<li>Delete all its subkeys except the <strong>Microsoft Software Shadow Copy provider 1.0<\/strong> GUID, which is usually <code><code>{b5946137-7b9f-4925-af80-51abd60b20d5}<br \/>\n<img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-17954\" src=\"https:\/\/www.winhelponline.com\/blog\/wp-content\/uploads\/2020\/08\/rec-drive-vss-providers.png\" alt=\"problem occurred creating recovery drive usb in windows 10\" width=\"702\" height=\"192\" \/><\/code><\/code><\/p>\n<div class=\"newline\"><em>{74600e39-7dc5-4567-a03b-f091d6c7b092} is the Hyper-V VSS provider key which is to be deleted. Likewise, delete any VSS providers added by your 3rd party backup program (Symantec Ghost 15 System Recovery, Comodo Backup, eFolder&#8217;s Replibit BDR, etc.,)<\/em><\/div>\n<\/li>\n<li>Restart Windows.\n<p>Now, running the <code>vssadmin list providers<\/code> command-line from an admin Command Prompt will show only <strong>Microsoft Software Shadow Copy provider 1.0<\/strong>.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-17955\" src=\"https:\/\/www.winhelponline.com\/blog\/wp-content\/uploads\/2020\/08\/vss-list-providers.png\" alt=\"problem occurred creating recovery drive usb in windows 10 vssadmin list providers\" width=\"699\" height=\"265\" \/><\/li>\n<li>Attempt to create the USB Recovery Drive now.<\/li>\n<\/ol>\n<h3>Disable Hyper-V<\/h3>\n<p>Start <code>OptionalFeatures.exe<\/code> to open the Windows Features dialog<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-17953\" src=\"https:\/\/www.winhelponline.com\/blog\/wp-content\/uploads\/2020\/08\/rec-drive-vss-providers-hyper-v.png\" alt=\"problem occurred creating recovery drive usb in windows 10\" width=\"415\" height=\"368\" \/><\/p>\n<p>Uncheck the Hyper-V checkboxes, and click OK.<\/p>\n<h3>Use another USB flash drive<\/h3>\n<p>In the case that your flash drive has been using for several years and was formatted many times, it&#8217;s necessary to check its health state and try to fix the bad sectors on it if found any.<\/p>\n<ol>\n<li>Open <a href=\"https:\/\/www.winhelponline.com\/blog\/open-elevated-command-prompt-windows\/\">Command Prompt as Administrator<\/a>.<\/li>\n<li>In the Command Prompt window, type:\n<pre>chkdsk E: \/f \/r \/x<\/pre>\n<p><em><strong>Note:<\/strong> Replace <code>E<\/code> with your flash drive&#8217;s drive letter. Please <strong>make sure<\/strong> that your drive letter is correct before performing this step. The above command checks and fixes bad sectors if found any in the drive.<\/em><\/li>\n<\/ol>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-6419 alignleft\" src=\"https:\/\/www.winhelponline.com\/blog\/wp-content\/uploads\/2018\/08\/hand.png\" alt=\"hand point icon\" width=\"49\" height=\"27\" \/>If that doesn&#8217;t help, obtain a brand new USB hard disk, and start afresh to create a recovery drive in the same way.<\/p>\n<h3>Disable Secure Boot<\/h3>\n<p>Disable secure boot <strong>*temporarily*<\/strong>.<\/p>\n<p>A Windows 10 user suggests this:<\/p>\n<blockquote><p>Either an OEM partition that won&#8217;t copy possibly due to access permissions or else something in the bios. I rebooted and disabled secure boot. The process failed just before I disabled secure boot and was successful immediately afterward! I&#8217;m at almost 90% completion now. No reason I can&#8217;t re-enable secure boot afterward.<\/p><\/blockquote>\n<p>To disable secure boot, use these steps:<\/p>\n<ol>\n<li>Turn off the computer.<\/li>\n<li>Turn on the computer, then immediately press <kbd>ESC<\/kbd> repeatedly, about once every second, until the Startup Menu opens.<\/li>\n<li>Press <kbd>F10<\/kbd> to open BIOS Setup for HP and Compaq PCs. The key varies for other brands. It may be <kbd>DEL<\/kbd>, <kbd>F2,<\/kbd> or the <kbd>F8<\/kbd> key in other systems. The POST screen will tell you which key should be pressed to get into the BIOS setup page. Or you can check the motherboard manual to get that info.<\/li>\n<li>Check the Boot Options or similar setting in the BIOS, and disable the option named Secure Boot. Here is a screenshot that shows how the Boot Options page might look like.<br \/>\n<figure id=\"attachment_5632\" class=\"wp-caption alignnone\" style=\"width: 510px;\" aria-describedby=\"caption-attachment-5632\">\n<p><figure id=\"attachment_5632\" aria-describedby=\"caption-attachment-5632\" style=\"width: 510px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-5632 size-full\" src=\"https:\/\/www.winhelponline.com\/blog\/wp-content\/uploads\/2017\/10\/secure-boot-disabled.jpg\" alt=\"enable or disable secure boot in bios\" width=\"520\" height=\"289\" data-recalc-dims=\"1\" \/><figcaption id=\"caption-attachment-5632\" class=\"wp-caption-text\">Secure Boot option in BIOS setup screen<\/figcaption><\/figure><\/figure>\n<div class=\"qt\">\n<p>Alternately, to get into the UEFI\/BIOS firmware settings page: When Windows is running, press and hold SHIFT, and restart Windows from the login screen. This step gets you to <a href=\"https:\/\/www.winhelponline.com\/blog\/system-restore-rollback-windows-10-recovery-options\/\">Recovery Options<\/a>. From the Recovery Options screen, go to Troubleshoot \u2192 Advanced Options \u2192 UEFI Firmware Settings.<\/p>\n<figure id=\"attachment_5631\" class=\"wp-caption alignnone\" style=\"width: 1014px;\" aria-describedby=\"caption-attachment-5631\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-5631\" src=\"https:\/\/i2.wp.com\/www.winhelponline.com\/blog\/wp-content\/uploads\/2017\/10\/advanced-recovery-options-startup.jpg?resize=812.5%2C609&amp;quality=100&amp;ssl=1\" alt=\"windows 10 advanced recovery options screen\" width=\"812\" height=\"609\" data-recalc-dims=\"1\" \/><\/figure>\n<p>Windows Recovery Environment \u2014 Advanced Options screen<\/p>\n<\/div>\n<\/li>\n<li>Once the Recovery Drive process completes successfully, be sure to enable the <a href=\"https:\/\/www.winhelponline.com\/blog\/organization-used-windows-defender-application-control-block-app\/\">Secure boot<\/a> option back.<\/li>\n<\/ol>\n<h3>Format the USB flash drive as FAT32<\/h3>\n<p>A Windows 10 user found success by formatting the drive as FAT32.<\/p>\n<blockquote><p>I was facing this same problem i.e. &#8220;Can&#8217;t create recovery drive. A problem occurred while creating the recovery drive.&#8221; Unchecking the &#8220;backup system files to the recovery drive&#8221; also didn&#8217;t help. I noticed a problem that the recovery media tool wasn&#8217;t able to format my USB drive to FAT32. I quick formatted my 32 GB USB myself. Now when I tried creating recovery drive, I didn&#8217;t face any problem and successfully created Recovery USB with Backup System Files as well.
