If the BFE service doesn&#8217;t start, many services, such as Windows Firewall, Routing, Remote Access, and others, fail to start.<!--more--><\/p>\n<p>If the BFE service is missing from the Services MMC or the Action Center warns you that the Windows Firewall isn&#8217;t enabled, your system is likely under malware attack. Have it checked thoroughly using a reputed anti-malware tool, or you may seek professional help to eliminate malware. Trying to repair these services when malware is on board your system isn&#8217;t going to help.<\/p>\n<div class=\"qt\">\n<em>This post assumes that you&#8217;ve done a malware cleanup and want to know how to fix the BFE and Windows Firewall services.<\/em>\n<\/div>\n<p>The first (and probably the only) thing most of us do to reinstate the Base Filtering Engine Service is to import the service registry keys from a similar computer, which is a correct step. But this only enlists the service in the Services MMC, but the required service Permissions aren&#8217;t assigned automatically. Due to missing special permissions for the BFE service, the following errors occur when you try to turn on the BFE or Windows Firewall.<\/p>\n<p><strong><em>Action Center can&#8217;t turn on Windows Firewall<\/em><\/strong><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/www.winhelponline.com\/blog\/wp-content\/uploads\/w10\/bfe3-0.png\" width=\"466\" height=\"152\" \/><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/www.winhelponline.com\/blog\/wp-content\/uploads\/w10\/bfe4.png\" width=\"391\" height=\"201\" \/><\/p>\n<p>Turning it on via the Windows Firewall applet may show the error <em><strong>Windows Firewall can&#8217;t change some of your settings. Error code 0x80070433 or 0x8007042c.<\/strong><\/em><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/www.winhelponline.com\/blog\/wp-content\/uploads\/w10\/bfe5.png\" width=\"497\" height=\"317\" \/><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/www.winhelponline.com\/blog\/wp-content\/uploads\/w10\/bfe6.png\" width=\"428\" height=\"196\" \/><\/p>\n<p>Services MMC: <em><strong>Windows could not start the Windows Firewall service on Local Computer. Error 1075: The dependency service does not exist or has been marked for deletion.<\/strong><\/em><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/www.winhelponline.com\/blog\/wp-content\/uploads\/w10\/bfe7.png\" width=\"514\" height=\"239\" \/><\/p>\n<p>Services MMC: <em><strong>Windows could not start the Base Filtering Engine service on Local Computer. Error 5: Access is denied.<\/strong><\/em><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/www.winhelponline.com\/blog\/wp-content\/uploads\/w10\/bfe8.png\" width=\"494\" height=\"224\" \/><\/p>\n<p>This is recorded in the System event log as well:<\/p>\n<pre class=\"err\">Log Name: System\nSource: Service Control Manager\nDate: 1\/9\/2020 8:21:25 AM\nEvent ID: 7023\nTask Category: None\nLevel: Error\nKeywords: Classic\nUser: N\/A\nComputer: W10-PC\nDescription:\n<strong>The BFE service terminated with the following error:\nAccess is denied.<\/strong>\n<\/pre>\n<div class=\"rp\"><strong>RELATED:<\/strong> <a href=\"https:\/\/www.winhelponline.com\/blog\/windows-firewall-error-0x6d9-no-endpoints\/\">Windows Firewall Error 0x6d9 &#8220;The snap-in failed to load&#8221;<\/a><\/div>\n<h2>Resolution: Repair Base Filtering Engine<\/h2>\n<h3>Step 1: Import the BFE Service Registry Keys<\/h3>\n<ol>\n<li>First, create a <a href=\"https:\/\/www.winhelponline.com\/blog\/create-restore-protection-point-rollback-windows\/\">Restore Point<\/a>.<\/li>\n<li>Download <a href=\"https:\/\/www.nirsoft.net\/utils\/advanced_run.html\" target=\"_blank\" rel=\"noopener\">AdvancedRun<\/a> from Nirsoft.net.<\/li>\n<li>Using AdvancedRun, launch C:\\Windows\\Regedit.exe under the TrustedInstaller privileges.<em>(For more info, see <a href=\"https:\/\/www.winhelponline.com\/blog\/run-program-as-trustedinstaller-locked-registry-keys-files\/#advancedrun\">How to Run programs as TrustedInstaller<\/a>.)<\/em>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-74689\" src=\"https:\/\/www.winhelponline.com\/blog\/wp-content\/uploads\/2016\/01\/advancedrun-regedit-trustedinstaller.png\" alt=\"Launch regedit.exe as TrustedInstaller using AdvancedRun (nirsoft.net)\" width=\"563\" height=\"280\" \/><\/li>\n<li>After starting the Registry Editor as TrustedInstaller, you may close the AdvancedRun utility.<\/li>\n<li>Download the BFE service registry fix below for your version of Windows:\n<pre><a href=\"https:\/\/www.winhelponline.com\/blog\/wp-content\/uploads\/misc\/w7-bfe-service.zip\">BFE for Windows 7<\/a> | <a href=\"https:\/\/www.winhelponline.com\/blog\/wp-content\/uploads\/misc\/w8-bfe-service.zip\">BFE for Windows 8<\/a> | <a href=\"https:\/\/www.winhelponline.com\/blog\/wp-content\/uploads\/misc\/w10-bfe-service.zip\">BFE for Windows 10<\/a> | <a href=\"https:\/\/www.winhelponline.com\/blog\/wp-content\/uploads\/misc\/w11-bfe-service.zip\">BFE for Windows 11<\/a><\/pre>\n<\/li>\n<li>Unzip the archive and extract the .reg file to a folder &#8212; e.g., &#8220;C:\\Temp&#8221;<\/li>\n<li>From the Registry Editor, click File, Import&#8230;, select the BFE registry file, and import it.<br \/>\n<img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-74688\" src=\"https:\/\/www.winhelponline.com\/blog\/wp-content\/uploads\/2016\/01\/bfe-reg-import.png\" alt=\"BFE service registry fix import\" width=\"611\" height=\"358\" \/><\/li>\n<\/ol>\n<p>This adds the BFE service to the registry.<\/p>\n<p><strong>Don&#8217;t close the Registry Editor yet.<\/strong> The next step is to fix the BFE service registry key permissions. See &#8220;Step 2&#8221; below.<\/p>\n<hr \/>\n<h3>Step 2: Fix the BFE service registry permissions<\/h3>\n<ol>\n<li>In the Registry Editor (run as TrustedInstaller) window, and go to the following branch:\n<pre>HKEY_LOCAL_MACHINE\\SYSTEM\\CurrentControlSet\\Services\\BFE\\Parameters\\Policy<\/pre>\n<\/li>\n<li>Right-click <strong>Policy<\/strong>, and click <strong>Permissions<\/strong><br \/>\n<img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-74690\" src=\"https:\/\/www.winhelponline.com\/blog\/wp-content\/uploads\/2016\/01\/bfe-permissions-1.png\" alt=\"BFE service permissions fix\" width=\"532\" height=\"350\" \/><br \/>\n<em>It has some default permissions inherited from the parent key. By default, the <code>SYSTEM<\/code> and <code>Administrators<\/code> groups have full control permission for the branch. But this isn&#8217;t enough to start BFE.<\/em><\/li>\n<li>Click on the <strong>Add<\/strong> button.<br \/>\n<img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-74691\" src=\"https:\/\/www.winhelponline.com\/blog\/wp-content\/uploads\/2016\/01\/bfe-permissions-2.png\" alt=\"BFE service permissions fix\" width=\"363\" height=\"450\" \/><\/li>\n<li>In the <strong>Enter the object names to select:<\/strong> box, type <code><strong>NT SERVICE\\BFE<\/strong><\/code>, and click OK.<br \/>\n<img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-74692\" src=\"https:\/\/www.winhelponline.com\/blog\/wp-content\/uploads\/2016\/01\/bfe-permissions-3.png\" alt=\"BFE service permissions fix - NTService\\BFE\" width=\"457\" height=\"251\" \/><\/li>\n<li>BFE is added to the list of Group or user names. We need to give it special permissions. Click <strong>Advanced<\/strong><br \/>\n<img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-74693\" src=\"https:\/\/www.winhelponline.com\/blog\/wp-content\/uploads\/2016\/01\/bfe-permissions-4.png\" alt=\"BFE service permissions fix\" width=\"363\" height=\"450\" \/><\/li>\n<li>Select BFE, and click the <strong>Edit<\/strong> button.<br \/>\n<img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-74694\" src=\"https:\/\/www.winhelponline.com\/blog\/wp-content\/uploads\/2016\/01\/bfe-permissions-5.png\" alt=\"BFE service permissions fix\" width=\"767\" height=\"520\" \/><\/li>\n<li>In the Permission Entry dialog, click &#8220;Show advanced permissions.&#8221;<br \/>\n<img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-74695\" src=\"https:\/\/www.winhelponline.com\/blog\/wp-content\/uploads\/2016\/01\/bfe-permissions-6.png\" alt=\"BFE service permissions fix - Special permissions\" width=\"917\" height=\"593\" srcset=\"https:\/\/www.winhelponline.com\/blog\/wp-content\/uploads\/2016\/01\/bfe-permissions-6.png 917w, https:\/\/www.winhelponline.com\/blog\/wp-content\/uploads\/2016\/01\/bfe-permissions-6-768x497.png 768w\" sizes=\"auto, (max-width: 917px) 100vw, 917px\" \/><\/li>\n<li>Enable the following Permissions:<img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-74696\" src=\"https:\/\/www.winhelponline.com\/blog\/wp-content\/uploads\/2016\/01\/bfe-permissions-7.png\" alt=\"BFE service permissions fix - Special permissions\" width=\"917\" height=\"593\" srcset=\"https:\/\/www.winhelponline.com\/blog\/wp-content\/uploads\/2016\/01\/bfe-permissions-7.png 917w, https:\/\/www.winhelponline.com\/blog\/wp-content\/uploads\/2016\/01\/bfe-permissions-7-768x497.png 768w\" sizes=\"auto, (max-width: 917px) 100vw, 917px\" \/>\n<ul>\n<li>Query Value<\/li>\n<li>Set Value<\/li>\n<li>Create Subkey<\/li>\n<li>Enumerate Subkeys<\/li>\n<li>Notify<\/li>\n<li>Read Control (<em>this is added by default when you added BFE<\/em>)<\/li>\n<\/ul>\n<\/li>\n<li>After adding the above six special permissions, click OK.<\/li>\n<li>You&#8217;ll be back at the Advanced Security Settings dialog now. Click <strong>Replace all child object permissions with inheritable permissions from this object<\/strong>, and click OK.<br \/>\n<img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-74697\" src=\"https:\/\/www.winhelponline.com\/blog\/wp-content\/uploads\/2016\/01\/bfe-permissions-8.png\" alt=\"BFE service permissions fix\" width=\"767\" height=\"520\" \/><\/li>\n<li>You&#8217;ll be back at the standard permissions dialog. Click <strong>OK<\/strong> and close the dialog.<br \/>\n<img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-74698\" src=\"https:\/\/www.winhelponline.com\/blog\/wp-content\/uploads\/2016\/01\/bfe-permissions-9.png\" alt=\"BFE service permissions fix\" width=\"363\" height=\"450\" \/><\/li>\n<li>Exit the Registry Editor.<\/li>\n<li><strong>Restart Windows<\/strong>, and then launch the Services MMC (<code>services.msc<\/code>)<\/li>\n<li>Double-click <strong>Base Filtering Engine<\/strong> and check its status. If the permissions are correct and no malware is on board, the Base Filtering Engine service should show the status <strong>Running<\/strong>.<br \/>\n<img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-74699\" src=\"https:\/\/www.winhelponline.com\/blog\/wp-content\/uploads\/2016\/01\/bfe-permissions-10.png\" alt=\"BFE service permissions fix - Services MMC\" width=\"406\" height=\"468\" \/><\/li>\n<\/ol>\n<div class=\"rp\"><strong>RELATED:<\/strong> <a href=\"https:\/\/www.winhelponline.com\/blog\/base-filtering-engine-bfe-error-1083-windows\/\">Fix for Base Filtering Engine (BFE) Service Error 1083<\/a><\/div>\n<hr \/>\n<h3>Step 3: Check the Security Descriptors<\/h3>\n<p>Still no dice..?\u00a0If the above steps fail to resolve the issue, resetting the BFE service permissions or security descriptors should do the trick.<\/p>\n<ol>\n<li>Open an elevated or <a href=\"https:\/\/www.winhelponline.com\/blog\/open-elevated-command-prompt-windows\/\">admin Command Prompt<\/a>.<\/li>\n<li>Type in the following command:\n<pre>[Windows 7 and Windows 8]\nSC.EXE SDSET BFE D:(A;;CCLCSWRPWPDTLOCRRC;;;SY)(A;;CCDCLCSWRPWPDTLOCRSDRCWDWO;;;BA)(A;;CCLCSWLOCRRC;;;IU)(A;;CCLCSWLOCRRC;;;SU)\n\n[Windows 10]\nSC.EXE SDSET BFE D:(A;;CCLCLORC;;;AU)(A;;CCDCLCSWRPLORCWDWO;;;SY)(A;;CCLCSWRPLORCWDWO;;;BA)(A;;CCLCLO;;;BU)S:(AU;FA;CCDCLCSWRPWPDTLOSDRCWDWO;;;WD)\n\n[Windows 11]\nSC.EXE SDSET BFE D:(A;;CCLCLORC;;;AU)(A;;CCDCLCSWRPLORCWDWO;;;SY)(A;;CCLCSWRPLORCWDWO;;;BA)(A;;CCLCLO;;;BU)<\/pre>\n<p><strong><em>Make sure there are no spaces in the Security Descriptor string. Restart Windows once again.<\/p>\n<hr \/>\n<h3>Editor&#8217;s note<\/h3>\n<p>If you get the error <strong>SetServiceObjectSecurity FAILED 5: Access is denied<\/strong> when running the SC.EXE SDSET command mentioned above, then the registry key <a href=\"https:\/\/www.winhelponline.com\/blog\/how-to-take-ownership-of-registry-keys-and-assign-full-permissions\/\">permissions<\/a> or the service permissions are wrong somewhere. In that case, re-run all of the above steps to verify the <a href=\"https:\/\/www.winhelponline.com\/blog\/view-edit-service-permissions-windows\/\">permission entries<\/a>.
