This can happen if you have earlier blocked a bunch of Microsoft server addresses manually or using a specialized program that writes to the Windows HOSTS file. This error can also occur if you leverage a specialized DNS server to block third-party web addresses.<\/p>\n<h3>1. Disable your VPN software<\/h3>\n<p>VPN software can interfere with the Windows Update process sometimes. If you&#8217;re using a <a href=\"https:\/\/www.winhelponline.com\/blog\/error-0x80d02002-windows-10-feature-update\/\">VPN connection<\/a> to connect to a work network, disconnect from the network and turn off the VPN software (if applicable) and try upgrading again.<\/p>\n<h3>2. Rename your HOSTS file (temporarily)<\/h3>\n<p>If disabling your VPN software doesn&#8217;t work or if you don&#8217;t use a VPN, then try renaming the HOSTS file.<\/p>\n<ol>\n<li>Open the folder <code>C:\\Windows\\System32\\Drivers\\Etc<br \/>\n<\/code><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-12426\" src=\"https:\/\/www.winhelponline.com\/blog\/wp-content\/uploads\/2019\/11\/w10-rename-hosts-file.png\" alt=\"error 0xc1900223 rename HOSTS file\" width=\"442\" height=\"120\" \/><\/li>\n<li>Rename the file named <code>HOSTS<\/code> to <code>HOSTS.OLD<\/code>. Also, inspect your HOSTS file and make sure you don&#8217;t block Microsoft Update server addresses.<\/li>\n<\/ol>\n<h3>3. Change your DNS resolver<\/h3>\n<p>Ad-blocking DNS servers like <a href=\"https:\/\/discourse.pi-hole.net\/t\/how-do-i-configure-my-devices-to-use-pi-hole-as-their-dns-server\/245\" target=\"_blank\" rel=\"noopener nofollow noreferrer\">Pi-Hole<\/a> can cause the error 0xc1900223 or similar. You&#8217;ll need to disable Pi-Hole temporarily to install Windows Updates.<\/p>\n<p>If you&#8217;ve been using Pi-Hole at the router level, then you&#8217;ll need to revert to the ISP-default DNS resolvers, or use one of the free DNS servers (temporarily):<\/p>\n<ul>\n<li>Google Public DNS: <code>8.8.8.8<\/code> and <code>8.8.4.4<\/code><\/li>\n<li><a href=\"https:\/\/www.cloudflare.com\/learning\/dns\/what-is-1.1.1.1\/\" target=\"_blank\" rel=\"noopener nofollow noreferrer\">Cloudflare<\/a>: <code>1.1.1.1<\/code><\/li>\n<\/ul>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-12427\" src=\"https:\/\/www.winhelponline.com\/blog\/wp-content\/uploads\/2019\/11\/w10-dns-settings-router.png\" alt=\"error 0xc1900223 change dns router settings\" width=\"700\" height=\"382\" \/><\/p>\n<ul>\n<li>And then, flush the Windows DNS cache by running the <code>ipconfig \/flushdns<\/code> command from a Command Prompt window.<\/li>\n<\/ul>\n<h3>Workarounds or WU Error 0xc1900223<\/h3>\n<div class=\"qt\">\n<p><strong>Note:<\/strong> This method doesn&#8217;t help if a software or driver installed on your system is incompatible with the update you&#8217;re going to install. If the specific update is incompatible with your system configuration, you&#8217;ll see the following message in the Windows Update settings page:<img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-12430\" src=\"https:\/\/www.winhelponline.com\/blog\/wp-content\/uploads\/2019\/11\/v1903-1909-not-compatible.jpg\" alt=\"v1903 v1909 incompatible\" width=\"2560\" height=\"1694\" \/><\/p>\n<ul>\n<li>The known issues with the update are documented at the\u00a0<a href=\"https:\/\/docs.microsoft.com\/en-ca\/windows\/release-information\/status-windows-10-1909\" target=\"_blank\" rel=\"noopener nofollow noreferrer\">Windows 10, version 1909 and Windows Server, version 1909 &#8211; Windows Release Information<\/a> page.<\/li>\n<li>The known issues or compatibility issues must be resolved first before you attempt to install the update using the Windows 10 Update Assistant or the Media Creation Tool.<\/li>\n<\/ul>\n<\/div>\n<p>While you may be unable to install the Feature update (v1903, v1909, etc) via the Windows Update channel, there are at least two other ways to get them installed on your system.<\/p>\n<p>Visit the Microsoft <a href=\"https:\/\/www.microsoft.com\/en-US\/software-download\/windows10\" target=\"_blank\" rel=\"noopener nofollow noreferrer\">Windows 10 Download<\/a> site.<\/p>\n<p>Download the latest Windows Update Assistant tool (<strong><em>preferred<\/em><\/strong>), and run it.
