Cause<\/h2>\n
The above error occurs if the Windows Update service, Windows License Manager Service, or the Microsoft Account Sign-in Assistant service is disabled.<\/p>\n

Resolution<\/h2>\n
To resolve the error 0x80070422<\/code> in Windows Update and the Microsoft Store app, start the Windows Update service, Windows License Manager Service, and the Microsoft Account Sign-in Assistant service.<\/p>\n
Option 1: Using Services MMC<\/h3>\n
    \n
  1. Launch the Services MMC by running services.msc<\/strong><\/code> from Command Prompt or Run dialog.<\/li>\n
  2. Double-click each of the following services<\/a> and configure the startup type to Manual, and click OK.
    \n\n\n\n\n\n\n\n\n
    Service name<\/strong><\/td>\nStartup type<\/strong><\/td>\nLogon As<\/strong><\/td>\n<\/tr>\n
    Microsoft Account Sign-in Assistant<\/td>\nManual<\/td>\nLocal System account<\/td>\n<\/tr>\n

    Windows Update<\/td>\nManual<\/td>\nLocal System account<\/td>\n<\/tr>\n
    Background Intelligent Transfer Service<\/td>\nManual<\/td>\nLocal System account<\/td>\n<\/tr>\n
    Web Account Manager<\/td>\nManual<\/td>\nLocal System account<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<\/li>\n
  3. Attempt to start each of the above services by clicking on the “Start” button in the service properties for each service. Note the error message, if any.<\/li>\n<\/ol>\n

    You can also change the Windows Update service Start type using Command Prompt or the Registry Editor.<\/p>\n

    Option 2:\u00a0Using Command Prompt<\/h3>\n
    Alternatively, you can set the Windows Update service start type using Command Prompt.<\/p>\n
    Open admin Command Prompt<\/a> and execute the following commands:<\/p>\n
    sc config wuauserv start= demand<\/pre>\n
    sc config LicenseManager start= demand<\/pre>\n
    sc config wlidsvc start= demand<\/pre>\n
    sc config bits start= demand<\/pre>\n
    sc config tokenbroker start= demand<\/pre>\n
    This sets the start type for the above services to Manual<\/strong>.<\/p>\n

    Option 3:\u00a0Using the Windows Registry<\/h3>\n
    You can also use the Registry Editor to manually change the Windows Update service’s Start type.<\/p>\n
      \n
    1. Start the Registry Editor (regedit.exe<\/code>)<\/li>\n
    2. Go to the following branch:\n
      HKEY_LOCAL_MACHINE\\SYSTEM\\CurrentControlSet\\Services\\wuauserv<\/pre>\n<\/li>\n
    3. Double-click the DWORD value named Start<\/strong> and set its data to 3
      \n<\/code>\"windows<\/p>\n
      Service Startup types and the Start<\/strong> registry value:\n\n0x00000002<\/strong> means Automatic start\n0x00000003<\/strong> means Manual start (a.k.a demand start)\n0x00000004<\/strong> means Disabled\n<\/pre>\n<\/li>\n
    4. Similarly, set the “Start” value data to 3 in these locations:\n
      HKEY_LOCAL_MACHINE\\SYSTEM\\CurrentControlSet\\Services\\LicenseManager\n\nHKEY_LOCAL_MACHINE\\SYSTEM\\CurrentControlSet\\Services\\wlidsvc\n\nHKEY_LOCAL_MACHINE\\SYSTEM\\CurrentControlSet\\Services\\bits<\/pre>\n<\/li>\n
    5. Exit the Registry Editor.<\/li>\n
    6. Restart Windows for the change to take effect.<\/li>\n<\/ol>\n

      Access is Denied when changing “Windows Update” Start type<\/h3>\n
      If you receive the Access Denied<\/strong> error when changing the Windows Update service Start type via the registry or Command Prompt, then do one of the following:<\/p>\n
      Option 1<\/strong> (preferred<\/em>): Change the registry setting by starting the Registry Editor as LOCALSYSTEM<\/a> or TrustedInstaller<\/a>.<\/p>\n
      Option 2:<\/strong> Take ownership of the Windows Update service registry key mentioned below, and assign the necessary permissions.<\/p>\n
