"System Restore Settings" link does not work

Symptom
When you open System Restore and click the System Restore Settings link in the Welcome to System Restore screen, nothing may happen. However, you can still access the System Restore settings using My Computer, Properties sheet. Additionally, the Help link at the top of the System Restore screen may not work.
Resolution
To check if this is caused by third-party software, temporarily disable third-party script blockers, anti-virus applications and try again. If that does not help, execute the following commands from Start, Run dialog:
regsvr32 wshom.ocx
regsvr32 scrrun.dll
regsvr32 jscript.dll
regsvr32 urlmon.dll
helpctr.exe -unregserver
helpctr.exe -regserver
