    Event Viewer snap-in fails to initialize

    When you attempt to start an application, the Windows Installer dialog for that application, or for a different application, may start automatically. You may be able to terminate the dialog after several Cancel commands.
    When you try to start the Security Center service in Windows XP, one of the following error messages may appear, and the service does not start.

    Error Add or Remove Programs has been restricted. Please check with your administrator.

    When you double-click an event log entry to view more details about the event, nothing may happen.
