Error "Active X can't create object" when running your AccRestore tool

I was given the following link as a fix to restore missing components in Accessories.
Restore missing shorcuts to the Accessories group
But when I clicked on the link and tried to run it, received the following error message:
Run-time error 429. Active X can't create object.
Active X is enable on my PC so what's the fix?
It looks like the ActiveX object WScript.Shell is not enabled in your system. However, this can be solved by reinstalling the Windows Script 5.6 available from the following Microsoft site:
