After installing the Windows XP/Server 2003 Administration Tools Pack (adminpak.msi), some of the snap-ins in the Administrative Tools folder may show a generic icon. Also, the shortcut icons cannot be changed using the Properties page since they are Windows Installer Shortcuts.

This happens because the Admin Tools Pack installer assigns the generic icon file, generApp.ico file from Windows\installer\{5E076CF2-EFED-43A2-A623-13E0D62EC7E0} folder for certain snap-ins.
To fix the icons, delete the corresponding shortcut and create a new shortcut manually. The list of AdminPak snap-ins and the target path of each snap-in are provided below.
(The target path of each Windows Installer shortcuts were determined using this tool.)
