Fix: Overlay Icon (With Blue Arrows) Missing for Network Folders Which Are Available Offline in Windows XP

Network folders that are made available offline, using the Offline Files feature in Windows XP are normally displayed with an overlay icon showing two blue arrows, as seen in figure below. If this icon does not show up for those folders, there is a simple command-line fix to get the icon back.
