When you open Software Explorer section in Windows Defender and select a startup item, you may note that the three command buttons Remove, Disable, Enable are grayed out for certain items.

By default, the three command buttons are grayed out for startup entries originating from system-wide startup locations. (i.e. HKEY_LOCAL_MACHINE registry location or from common startup folder.)

To manage per-system startup entries (common to all users), click the button named Show for all users. Click Continue when you see the User Account Control (UAC) elevation prompt. The buttons Remove | Disable | Enable should be available now.

Note that the buttons are enabled by default for startup entries applicable for the current user account. For a list of startup locations in the registry and file system, see article: How to manage Windows startup.

Thank you for the simple explanation! iTunes keeps installing newer versions into Software Explorer lists. I could not figure out how to stop and delete them until I got to this site.
