Anyway I am running Malwarebytes' Anti-Malware on it now. This is on my lap top. Anyway I entered the command line you wrote to check the dependancies. On the Start_Type I am seeing :2 Auto_START rather than what you posted of being :3 DEMAND_START. IS this part of the problem with mine not be able to activate the security services? I have gone to the services tab several times and clicked properties to try and get the thing to start to no avail. I keep hitting the start button and pow, no go.
