When you export the Address Book to a .CSV file using Outlook Express, the Contact Groups data is not exported. To transfer the Contacts along with Contact Groups to another computer, use the instructions in this article.
Exporting the Address Book in Windows XP
1. Click Start, Run. Type wab.exe and press ENTER
2. From the File menu, click Export, Address Book (WAB)…
3. Assign a file name for the exported WAB file.
4. Transfer this file to the target computer.
Importing the Address Book in Windows XP
1. Click Start, Run. Type wab.exe and press ENTER
2. From the File menu, click Import, Address Book (WAB)…
3. Locate and select the WAB file.
Importing the Address Book in Windows Vista
Double-click the WAB file and click Import when you see this dialog.

The following message should be displayed:
Your contacts have been imported from their previous location and format into your Windows Contacts folder.
Open your Contacts folder (shell:Contacts) to see if the Contacts (and Contact Groups) are transferred correctly.
