I followed method 2 from above and was able to disable the one context menu file which caused the issue. Many thanks for your help.

Thanks a million! I work at a Tech Support center and this article saved me hours or maybe days of research. It was probably caused by the Acer eSecurity shell extension.

Thank you, I was having this exact problem with Device Manager not opening when I would click on the hyperlink in the Tasks Pane.

Easiest Way – Click Start -> in the “Start Search” box type “Dev” (DO NOT HIT ENTER) and wait for list to show up then click Device Manager
