When you start the Program Compatibility Wizard in Windows Vista to test applications or run older applications under Windows Vista, the following error may occur:
Char: 1
Error: Automation server can’t create object
Code: 0
URL: res://acprgwiz.dll/compatmode.hta

Also, Program Compatibility Wizard buttons may be blank.
SOLUTION
Open an elevated Command Prompt window. To do so, click Start, click All Programs, click Accessories, right-click Command Prompt, and then click Run as administrator.
Type the following commands one by one and press {ENTER} after each line:
You should see the message "DllRegisterServer in <filename> succeeded." for each command.
See if you’re able to launch Program Compatibility Wizard now.
Note: If you receive the error The specified module could not be found when registering the above modules, then you may have to run the System File Checker.
