Error "Internet Explorer could not install this search provider" when adding a Search provider

Symptom
When you attempt to add a Search Provider, the following error message may appear:
Internet Explorer could not install this search provider.
There was a problem with the search provider's information.

Resolution
Click Start, Run and type:
regsvr32 %SystemRoot%\system32\msxml3.dll
Press Enter.

The dll ran successfully, but I still get the error. Are there other fixes?

I get the same error. This started when I had IE7 beta installed. Upgrading to IE7 did not fix the problem, and neither did registering that dll.

If you're loading a locally developed file:
a) save it as UTF-8
b) make sure it's valid XML (i.e. the ampersand element & rather than the character

Nope. This did nothing for me, even after reboot.
Also, even though I am logged in as admin, I had to right-click on the Command Prompt and Run As Admin, then enter the command before it would go.
But I still have the error. Does having Vista 64 make a difference?

try ...
- don't copy and paste the xml from http://www.microsoft.com/windows/ie/searchguide/en-en/default.mspx
- make sure the encode of xml is same as the "InputEncoding"
