Symptom
When you open the Computer Management console (compmgmt.msc), the following error message may appear, and the Performance Logs and Alerts Snap-in may be missing in the left pane.
Snap-in failed to initialize.
Name:Performance Logs and Alerts Extension
CLSID:{7478EF65-8C46-11D1-8D99-00A0C913CAD4}
Resolution
Click Start, Run and type:
regsvr32 smlogcfg.dll
Click OK.

I tried this and get a returned message: Loadlibrary("smlogcfg.dll")failed - The specified module could not be found.
I double checked and that file does exist on my system.
